Resolution 2063 of 2017 is an effort by the Ministry of Health and Social Protection to comply with the legal mandate to direct and guarantee social participation in the health sector within the framework of Law 1438 of 2011, the Statutory Health Law 1751 of 2015 and the Statutory Participation Law 1757 of 2015. Policy is understood as: “[…] projects and activities that a State designs and manages through a government and a public administration, in order to satisfy the needs of a society” 1. In this sense, Policies are instruments that allow for responses to the needs of groups and populations.
